External cybersecurity incident and steps being taken

The Ville de Sainte-Anne-de-Bellevue would like to inform its residents that an external cybersecurity incident has occurred at OnSolve, the company responsible for the CodeRED alert system, which is used by several Québec cities and municipalities, including Sainte-Anne-de-Bellevue, for emergency notifications. This system operates completely independently of municipal systems. Therefore, no city technology infrastructure has been affected, and the situation is strictly limited to OnSolve, the external provider.

According to information provided by OnSolve, data associated with the CodeRED platform was removed from their systems by an unauthorised third party in November and may have been made public. The personal information provided to CodeRED and affected by this incident consists of basic contact details, including name, address, telephone number and email address and the password associated with the account profile creation

CodeRED and associated accounts are no longer accessible. The main risk related to this incident are mainly limited to the reuse of the same CodeRED password for other services. If you have used your CodeRED password to access other online services, it is recommended that you immediately change these passwords and replace them with unique, strong passwords for each service. As always, be vigilant about unsolicited or unexpected communications.

The Ville de Sainte-Anne-de-Bellevue would like to reassure its residents that

  • no municipal systems have been affected,
  • our infrastructure remains secure.

OnSolve, the provider responsible for the CodeRED alert system, has migrated its platform to Crisis 24, which is not affected by this incident, and is continuing its investigation. The Ville de Sainte-Anne-de-Bellevue is monitoring the situation closely and will continue to keep residents informed of any significant developments.

For several weeks now, the Ville de Sainte-Anne-de-Bellevue has been exploring various options to ensure continuity with a reliable and secure tool.

In addition, the Ville de Sainte-Anne-de-Bellevue continues to regularly review its practices and those of its suppliers to ensure that they comply with appropriate security standards.

In the event of a major emergency, be informed!

Registered residents would receive important information including possible procedures to follow by telephone, email and SMS text messages. The Town can use this system to notify the entire Town at large or to pinpoint a single street or area in order to only notify the affected residents of a water supply problem due to a water main rupture.

In order to take full advantage of this system, we encourage all of our residents and merchants to visit the above link and add secondary phone numbers, cell phone numbers and email addresses to the data base. By doing so, you will be able to receive text messages, emails and a phone call should you be away from your home during an emergency. Smartphone users are encouraged to provide an email address.

What happens if I fail to answer a CodeRED call?

  • If you have voicemail, the system will leave a message.
  • If you do not have voicemail, the system will call you back at least three times within 15 minutes.

Can I listen to an advisory a second time?

When you receive a CodeRED call, the number 866-419-5000 will be displayed. To hear the most recent advisory, dial this number from the same telephone.
