local ambrosia PICKING WEEK Premature blooming, timely action.... Due to an early spring and to the corresponding maturity of ragweed plants in the region, the Town of Sainte-Anne-de-Bellevue is holding its week dedicated to the picking of this noxious weed earlier than usual. Starting today and continuing until August 1st, teams of Public Works employees will pay particular attention to areas favourable to the proliferation of Ambrosia. Children from the Town’s day camps, together with their counsellors, are also asked to participate in this collective effort. Certain locations are set aside especially for them. The Town is also inviting all residents to pick as many plants as possible on private lots. Citizens bringing one or more Ambrosia plants to the municipal garage this week may participate in a draw for gift-certificates from the Coopérative du Grand Orme.
Ragweed is serious business! Ambrosia affects the health of 17.5% of the Quebec population. A ragweed plant can release millions of grains of pollen into the atmosphere. The microscopic size allows it to travel distances of over 200 kilometres. For predisposed people this pollen, one of the most significant seasonal allergens known, causes allergic reactions such as hay fever and conjunctivitis and aggravates symptoms in 50% of asthmatics. A concentration as minute as 13grains/m3 brings about these reactions and when the season reaches its peak, the concentrations can attain levels of 800 grains/m3. (Source : M. If all of us would do our part, including owners of the industrial and public areas, it would finally be possible to lower healthcare costs related to ragweed allergies. In 2005, the release of Ambrosia pollen lead to healthcare costs of over 157 million dollars. According to a Direction de Santé publique study, per year, this amount corresponds to: Over 311, 500 consultations in private medical offices or external clinics Over 25,000 hospitalization days Over 87, 000 visits to emergency rooms
in the news At the Jeux du Québec ! 4 Sainte-Anne-de-Bellevue athletes will participate in the 45th finals of the Jeux du Québec, which will be held in Gatineau from July 29th to August 6th. Samuel Beck, volleyball; Osmar Morales-Alfaro, soccer; Valérie Roberge, volleyball, and Jenna Thomson, swimming, will be competing. Wednesday, July 21st 2010 was the pre-departure evening, organised by the Commission sportive du Lac Saint-Louis at the Dollard-des-Ormeaux Civic Centre. Since the beginning in August of 1970, more than 3,000,000 young athletes from all regions of Quebec have participated in the Jeux du Québec. False start! Two signs for STM bus stops were unfortunately installed at the wrong location on rue Sainte-Anne. The first is between rue Kent and rue Perreault, and the second, in front of the Simon Fraser House. In the first instance the bus stop will simply be removed, since one is already in place nearby, close to rue Maple. The one located in front of 153 rue Sainte-Anne, close to the parking lot entrance under the pont Galipeault (north side), will be moved shortly by the STM.
In addition, the clearance zone for the stop located on rue du Collège will be shortened and adapted to the size of the buses running through the Village. This will result in a few extra parking spaces in this busy hub.
Down to the wire! On Wednesday, July 21st, Hydro-Québec began to transfer the electrical wires to the posts which were moved as part of the repair work on rue Ste-Anne (Phase 1). In August 2009, the municipal council adopted resolution #08-238-09, authorizing a $78,000 expenditure to move 7 poles to a new sidewalk to be built on the south side of the main street.
Koukoulia mania... A few dozen children…and their parents let themselves be entertained by cuckoo calls and Koukoulia’s songs as part of the Tuesday evening shows, the most recent of which was held at parc Aumais on July 20th, 2010. Next rendezvous: the Dave Gossage Ensemble, on July 27th, at 7:30 pm on the Promenade du Canal.
Two-faced garbage can! This week, the Public Works Service put a new type of garbage can to the test, which will allow waste and recyclables to be separated at the source. Want to give it a try? This object is located on rue Saint-Pierre, in front of Marché R. Richard et fils.
APHILANTHOPS FRIGIDUS DROPS IN! A playground closed in parc Aumais
A section of the children’s play area in parc Aumais was temporarily closed by the Town today, July 13, 2010. This measure is necessary because of the dense population of a type of parasitic wasp, Aphilantops frigidus, which uses the sand covering the playground as a favourable substrate for nesting and egg laying.
This phenomenon usually only lasts for a few days and there are no natural means of getting rid of this insect.
Sainte-Anne-de-Bellevue recognizes its certification as a Fair Trade town On Saturday July 10, 2010, the town of Sainte-Anne-de-Bellevue celebrated its certification as a Fair Trade town, awarded by Transfair Canada last May 21. Sainte-Anne-de-Bellevue is the 4th town in Québec to be certified by this organization, following in the footsteps of Neuville, La Pêche and the Hochelaga-Maisonneuve borough (Montréal). The event took place in front of the town hall, located at 109 rue Sainte-Anne, Sainte-Anne-de-Bellevue, during the opening hours of the Marché Sainte-Anne. Representatives of the Coopérative du Grand Orme provided more then 300 cups of coffee...Fair Trade, for this occasion.

in the news... Beautiful TUESDAYS... Right on target during this heat wave, on July 6th, the music of Son Tres de Cuba inaugurated Tuesday’s shows in Sainte-Anne-de-Bellevue. The foursome, made up of Gilberto Naranjo, Ramón Rueda, Adrián Pérez and Alma Bernardina, performed on the stage of the Promenade du Canal under 32 degree Celsius weather by presenting music typical of Hispaniola. In spite of the liveliness of many songs, the several hundred audience members present were relaxed. Under the scorching heat, the cha-cha and other Olé-Olé music dancers took it easy.
 
A new organizational chart... By adopting, on June 28th, resolution #06-276-10, the city council made official the new chart for the work organization in the City of Sainte-Anne-de-Bellevue.
Among the changes, Martin Cuerrier, formerly Supervisor, becomes Chief of Service at the Public Works; Olivier Van Neste, formerly Coordinator of public security and data processing, replaces him as Public Works Supervisor. Martin Cuerrier will answer to the General Manager. Among other changes, the new plan integrates an Engineering Service Chief (to be named), an assistant to the Leisure Department, Lara Falquero, and an Auxiliary Supervisor to Public Works (to be named). Public Security remains the responsibility of Me Caroline Thibault, Director of Litigation, Registry and Communications Department. The City also relies on the workforce of many part-time or seasonal employees for Public Works, the pool, day camps or for surveillance of the ice rinks. Sporadically, interns also complete their university training at the Town. This year, the Town welcomes Bruno D'anjou, Véronique Quane, Françoise Selly and Rita Abi-Youssef.
 
The Green Patrol takes a blue turn Jame Austin is one of some sixty young people manning an information kiosk throughout the summer in order to raise awareness regarding the importance of appropriate water consumption and other environmental subjects, such as the management of residual materials or ragweed.
The Green Patrol project, initiated by the Conseil régional de l'environnement de Montréal, is in its 6th edition this year.

The City of Sainte-Anne-de-Bellevue, in the name of the municipal officers as well as the mayor or city council members, can proceed with the officialization of a marriage and in the transmission of records to the Directeur de l’état civil du Québec. This service, unique on the West Island, is not free, but the celebration can take place either at the town hall or at any other location chosen by the future spouses. Here, Me Karl Sacha Langlois will officiate at the marriage of Jackie Blue and Mark James Weldon on July 3rd, 2010, at the Macdonald Campus Faculty Club (Tadja Hall) of McGill University.  
A dragon boat and us… Griselde Delahaye, resident of Sainte-Anne-de-Bellevue, will take part in the upcoming World Dragon Boat team championships, which will take place in Macao, China, starting on July 26th of this year. Next September, the organization 22 Dragons will exhibit its boats in Sainte-Anne-de-Bellevue.

canada day Activities surrounding Canada Day started at 11 am on Thursday, July 1st, 2010, outside the premises of Branch #91 of the Royal Canadian Legion located on rue Sainte-Anne.  
 
First, children were able to take advantage of a makeup artist and of a pottery painting and crafts workshop. And, according to a long standing tradition, Sainte-Anne-de-Bellevue’s Club Richelieu provided them with a hot dog and hamburger lunch. Albert Legault, resident and club member for more than 40 years, presided over the BBQ.  
Around 1:30 pm, the #306 Air Force Association of Canada (AFAC) marching band proceeded with a short but distinguished parade between Parc Kelso and the event site. To the touching and formal sounds of bagpipes and bass drums, the crowd moved towards the back of the building. The raising of the Canadian flag, under the command of Barry Adams (resident), was entrusted to a young member of the Pine Beach squad (Dorval) of the Scouts Canada organization.
 
 

Shortly after, as a sign of respect and remembrance, Kevin McCready of the Royal Canadian Legion and Sainte-Anne-de-Bellevue mayor Francis Deroo, laid two wreaths of flowers at the foot of the flagpole.
 

The festivities continued into the evening with a BBQ supper. About a hundred guests enjoyed fabulous steaks grilled by chefs Mike and Randy. Earlier in the day, Randy Blakey was presented with a souvenir plaque in recognition of his many years of volunteer work at the Legion.
stormy weather ahead Montreal’s 1st tornado of the year hits the ground in Sainte-Anne-de-Bellevue
A 0 category tornado, Montreal’s first of the year, went through part of the Town this afternoon. No serious damage was reported, except for one uprooted tree, many broken branches, blown off shingles, and a few pieces of patio furniture, one being a gazebo, flew off on rue Meloche. It is estimated that the whirlwind, activated by 90 km/hr winds, hit the ground here on a distance of 100 meters by 1 kilometre.
The safety squad went onsite in the late afternoon in order to lend a helping hand to North sector citizens. It came down in buckets, at the wrong time, disrupting the program and, of course, causing people to flee, but the rain did not spoil the festive spirit invigorating the crowd (reconstituted) in the early evening on the Promenade du Canal. Everyone had fun and thoroughly enjoyed themselves. until the very end during the festivities of the Fête nationale 2010 in Sainte-Anne-de-Bellevue. The day looked promising in terms of activities, but everyone knew that the sword of Damocles was hanging over their heads. The only thing missing was the exact time of the predicted deluge and it took a certain amount of hope, or enough courage, to venture out. Nevertheless, from 11 o’clock on, dozens of artisans, coordinated by Estelle Lavigne, were already exhibiting their works and many children, big and small, were being transformed by the brush strokes of the excellent makeup artist who was very busy at the start of the day.
Alas! A great part of this artist’s work was to dissolve because, like a long predicted death, the rain, without restraint, began to pour violently. At 2 pm, Circus Cowboys members, who had just struck their first note, were its first victims. The show was cancelled, as was the sharing of the St-Jean cake, leaving all to either wait or leave! And of both, only the cake could be salvaged. Courage! Town workers and technicians affiliated with the organisation of the event did not lack it! Armed with Squeegee’s, brooms, gas blowers and even a chainsaw, they managed to get the better of all that water, coveted in the lake but not on stage! Around 7 pm the crowd reassembled, one person at a time. Patient and understanding, it grew over the course of the sound check while imagining the real show which would follow. The cake was finally cut and the Reel & Macadam troupe of dancers performed, not without warming up the audience members, some of whom received their first lesson in set carrés and promenades by 2, by 4 and by 8. The rhythm set and all weather hazards out of the way, Belzébuth singers came on stage at 8 pm. They did not lose one single person of this colourful crowd during their performance of traditional music and Quebec classics. People sang, danced and moved so that, at the end, they simply did not want to let these musicians leave. The latter very generously came back on stage long enough to play a few extra tunes.
Also traditional was the tribute to the Québec flag by Mayor Francis Deroo, and Véronique Vendette, involved citizen and President of the Coopérative du Grand Orme, was entrusted with the reading of the patriotic speech. Her text and performance were heartfelt and representative and won her warm applause from the audience. The evening ended with Union de feu, a juggling with fire act.
 
 
 
 
 
 
 
 
 IN SHORT The earth quakes At around 1:30 pm on Wednesday, June 23rd, 2010, an earthquake of a magnitude of 5.0 on the Richter scale was felt in Sainte-Anne-de-Bellevue as well as in several other eastern Canadian cities (Toronto, Ottawa, Montréal). The epicentre of the earthquake was located approximately 30 kilometres north of Buckingham, in the Outaouais region.

An animal is for life... The Société québécoise pour la défense des animaux is trying to raise the awareness of pet owners regarding the fate of thousands of animals abandoned each year during the big moving period.
THOUSANDS OF EYES, 449 CARS, BUT ONLY 1 FERRARI Cruisin’ at the boardwalk a great success….
On Saturday, June 19th, 2010, several thousand people gathered on rue Sainte-Anne to admire the cars exhibited as part of the 2nd edition of Cruisin’ on the boardwalk. In all, 449 antique or modified cars were registered by the organizing committee, who gave a very encouraging review of the day despite the rain which slowed things down around 3 pm. The event took place without incident and the shuttle service put into place between alternative parking at John Abbott College and the event site was heavily used. During the day, almost all of the spaces which could accommodate cars were taken up, from rue de l’Église to Maple.
All the exhibitors, including Annabellevois Alain Dussault, proud owner of a Dodge Challenger, displayed great patience and generosity in sharing their passion and knowledge with visitors. The Town’s safety squad was also present for the whole day and, thankfully, their services were not required.  
 
 
 
 
Around 7 pm, the Lakeshore General Hospital Foundation held its traditional duck race in the Sainte-Anne-de-Bellevue locks and canal. Like a real tide… thousands of little yellow plastic critters…. with encouragement and...incentives, covered the few hundred meters required to reach the finish line. In the end, 20 sponsors were declared winners. Wilhem Dres walked away with the keys to the 2001 Ferrari. in short Chemin Sainte-Marie, which underwent major repair work in the Morgan Blvd. sector, has once again been open to traffic since the afternoon of Wednesday, June 9th, 2010.
Work on rue Sainte-Anne (Phase 1) is coming to a close. This week, workers are installing public benches, garbage containers, streetlights, landscaping and pavements.
After removing the graffiti adorning the water tower on rue Brown, Ste-Anne Public Works initiated the planting of climbing plants which will surround the structure. The kiwis were planted last week.
On Wednesday, June 9th, 2010, the safety squad, to which several members were named during the last Town Council meeting, carried out a short but very efficient clean-up of the riverbank located close to the north canal pier. The volunteers, led by Michèle Cossais, removed traffic signs, garbage, tires, chains, pipes, as well as countless empty bottles from the water.
 
 
This squad, which can offer support to citizens during disasters or unfortunate, but non-urgent situations, can be reached by dialling 514-630-1234. For any emergency, when a person’s health or integrity is compromised during a fire or any serious situation requiring immediate assistance, please dial 9-1-1. So, so, so...solidarity Ste-Anne sets the stage for a demonstration by 60 people... Early Friday afternoon, director Ricardo Trogi and his crew set up shop around the church and parish hall, transformed into dressing rooms for the many extras. The device seen below (photo on the right) simulates either a full moon or street lights, but no matter which, it definitely created a particular atmosphere.

ON foot or on wheels... The MTQ opens the Galipeault bridge bike path
In the early afternoon on Thursday, June 3rd, 2010, the Ministère des Transports du Québec opened the bike path adjacent to the new Galipeault bridge. Even though the improvement work is not 100% complete, pedestrians and cyclists now have full access to the new structure and can easily link the two shores separated by the rapids and the Sainte-Anne-de-Bellevue canal.  
 

SEMAINE QUÉBÉCOISE DES PERSONNES HANDICAPÉES A week of awareness, an easier daily life
To sensitize Quebecers to the various realities of handicapped people, and in order to further their social integration, l'Office des personnes handicapées du Québec instituted the Semaine québécoise des personnes handicapées (SQPH) in 1996. This event is held every year from June 1st to June 7th and the theme for 2010 is “Vivre à part entière”. Here, in terms of wheelchair accessibility, all public buildings in the Town of Sainte-Anne-de-Bellevue are accessible. The same applies to the Promenade du Canal, which is also equipped with adapted public washrooms. The soon to be completed repair works on rue Sainte-Anne (phase 1) will also help to improve traffic conditions on sidewalks and at intersections. Regarding phase 2 and 3 of the work on rue Sainte-Anne, and especially in the high density commercial zone, particular attention will be paid to the height of the sidewalks, where even a small adjustment may, in certain cases, make a commercial building more accessible or may even remove a potential obstacle. Furthermore, the Town is equipped with a portable ramp*, allowing a wheelchair to navigate an obstacle such as a doorstep or a small staircase. This specialized equipment can be requisitioned, occasionally and temporarily, by any of the Town’s business owners or managers, by a person or a group of people wishing to gain access to a normally inaccessible location, or by any of the Town’s citizens who need it.
To take advantage of this service, simply call 514-457-5500, or after regular opening hours, 514-630-1234. The ramp will be delivered to and picked up from (free of charge) the required location by the Town’s personnel. The Town also took a survey of all non-residential buildings on rue Sainte-Anne last May in order to determine which ones are presently accessible and which one could become accessible with certain modifications by either the public or private sectors. The immediate results of this exercise will identify buildings which are presently accessible, evaluate possible modifications and, finally, raise the awareness of different owners. The Town has several parking spaces reserved exclusively for holders of a disabled parking permit issued by the SAAQ, with at least one space in each of its parking lots. These spaces, identified by a specific icon, are checked regularly and in priority by the Town’s security guards. Throughout the Town, a vehicle displaying a disabled parking permit can be parked, with no time restrictions, anywhere parking is permitted (except overnight parking in winter). * The ramp was acquired in 2005 thanks to the generosity of donors and volunteers who participated in the Rick Hansen Wheels in Motion Tour of the Rick Hansen Foundation.

INVESTMENT BY QUÉBEC IN THE L’ANSE-À-L’ORME NATURE PARK Reaction of Mayor Francis Deroo Following the announcement by Line Beauchamp, Minister of Sustainable Development, Environment and Parks, of financial assistance in the amount of a 2.6 million dollar grant to Ducks Unlimited Canada in order to buy and integrate 60 hectares of land into the l’Anse-à-l’Orme nature park, Mayor Francis Deroo comments :
Accompanied by two of my councillors, Gérald (Lavigne) and Paola (H. Hawa), I was pleased to attend the press conference given by Minister Line Beauchamp last Sunday in the Cap St-Jacques nature park. In spite of its rather formal structure, this type of meeting is also a chance for a mayor to meet the decision-makers who work at other levels of government and to forge or renew ties with those who, in other circumstances, prove to be essential for the future of the Town of Ste-Anne-de-Bellevue. Since we do not at the moment have any real collaboration with the organization Ducks Unlimited Canada, this was also a chance to assess the true value of an organization such as this in Canadian communities. We certainly must think about the relevance of their arguments and their presence among us. However, the appropriate word to describe the Town’s position with regard to today’s announcement is simply: profit sharing. Because everything, both locally and more far-ranging, which concerns this sensitive part of this area also affects the citizens of Sainte-Anne-de-Bellevue in a financial way; Whether geographically or financially, but mostly due to profound affection, all interventions or decisions related to the future of the shared territory of l’Anse-à-l’Orme concern us deeply. The Town naturally has a great interest in the development of this sector, and our choices of today will be instrumental for future generations. In this context, I accept that the announcement of this investment, which aims to protect a territory of invaluable richness, demonstrates without a doubt, that collaboration and partnering with the City of Montréal, the government of Québec, of Canada or with all other concerned partners is not only possible, but that it would permit us to face our responsibilities of fiscal equity across generations intelligently, without neglecting our responsibilities to conserve sensitive zones in perpetuity. Canada-Quebec Agreement investment of nearly $1,500,000 in artificial turf field at John Abbott College Sainte-Anne-de-Bellevue, Quebec, May 31, 2010 – John Abbott College will soon have an artificial turf soccer-football field equipped with a lighting system, today jointly announced the Honourable Denis Lebel, Minister of State for Canada Economic Development, and Geoffrey Kelly, Member of the Quebec National Assembly for Jacques-Cartier, acting on behalf of Michelle Courchesne, Quebec Minister of Education, Recreation and Sports. This project, which will cost a total of $2,987,855, will be carried out thanks to $1,493,927 in combined government funding contributed in equal part by the governments of Quebec and Canada, with John Abbott College assuming the remainder of the expenses. The initiative involves replacing one of the College’s two natural grass sports fields with a synthetic surface, equipping the new field with a lighting system and installing bleachers to accommodate up to 800 spectators. In addition to ensuring greater safety, artificial fields with lighting make it possible to significantly increase playing time, require less maintenance and have a longer life span. “Many of our recreational facilities are in need of renovation and improvement. However, restoring public infrastructure entails costs that cities and schools are simply unable to assume on their own. The governments of Canada and Quebec signed an agreement to accelerate the execution of recreational infrastructure projects in Quebec by March 31, 2011. To that end, the Government of Canada will invest $76 million and the Government of Quebec at least that amount in recreational infrastructure projects carried out in cost-sharing partnership with municipal administrations or local organizations. These investments are thus expected to generate greater financial leverage, as is the case with the other infrastructure programs. A successful premiere
The Comité d’action des citoyens en sécurité publique made its actual debut in Sainte-Anne-de-Bellevue last Wednesday, May 26th, by conducting a first awareness operation aimed at motorists circulating on rue Meloche in the North sector. All in all, 211 vehicles were intercepted, mainly to hand the drivers various pamphlets urging them to drive safely in all circumstances.
The CACSP is a non-apolitical committee made up of citizens who have decided to get involved in their community and work in partnership with their local police service in terms of prevention and public security. Already firmly established in other neighbouring towns, the Sainte-Anne-de-Bellevue CACSP is recruiting and will be conducting a second operation on June 12th, in front of Centre Harpell.

This Saturday, André Duchesne, a La Presse journalist, will be signing a series of articles regarding the Canadian Aviation Heritage Centre (CAHC), residing in the old barn on the Macdonald Campus in Sainte-Anne-de-Bellevue. There, two teams of enthusiasts are busy reconstructing two Blériot models, the first airplane to have flown over the City of Montreal in July 1910.
These two airplanes will be exhibited in the hall of honour in Montreal’s City Hall from June 24th to July 11th, 2010 to mark the 100th anniversary of this historic round-trip flight between Valois (Pointe-Claire) and Montreal. A 49 minute flight…

Bilan des 89es Assises annuelles de l’UMQ L’innovation municipale à l’honneur Québec, le 15 mai 2010 – Les 89es Assises annuelles de l’Union des municipalités du Québec (UMQ) qui se déroulaient à Québec depuis trois jours ont été un véritable succès sur tous les plans : accueil, participation, formation, information, ateliers politiques et rencontres des caucus d’affinité. Plus de 1 200 délégués venant de toutes les régions du Québec ont ainsi foulé le plancher du Centre des congrès. Les assises se sont par ailleurs terminées sur une très bonne note pour les maires et les mairesses qui ont appris les résultats d’un vaste sondage panquébécois réalisé par la firme Léger Marketing, concluant que la majorité des citoyens estime que le premier magistrat de leur municipalité est intègre et à l’écoute.
« La valorisation du rôle de l’élu et l’autonomie municipale ont été au coeur des discussions. Nos messages ont été entendus par le premier ministre et le ministre des Affaires municipales, des Régions et de l’Occupation du territoire. Several parts of Town are affected by various repair works. At the top left, a part of chemin Ste-Marie, close to Boul. Morgan, is completely redone. This work will be completed on June 6th. On the right, workers proceed with the installation of a second coat of asphalt on rue Maple. Also, the sidewalk is rebuilt in front of civic addresses 2, 4 and 6 Maple. The same goes for the sidewalk located on rue Saint-Jean-Baptiste between Saint-Thomas and Sainte-Anne.

Corrections are made to the work started in August 2009 on rue Ste-Anne (phase 1). In certain places, as seen here close to rue Maple, the granite strip is narrowed in order to have a larger and safer street. 
Friday May 7th, Olivier Van Neste, Coordinator, and Gilles Morin, Sergeant for the Town public security take part in the demonstration of a scanner which will allow for reading of licence plates and for computerizing the control of parking spaces
. Saturday May 8th, despite horrible weather, a few citizens venture out in order to get compost provided by the Town at Parc Godin and Parc Aumais. In the picture, Mr Ron Giuliana is present at the compost workshop given by Gilbert Beaulieu at Centre Harpell. 
For the past ten days, the new sidewalk located on the south side of rue Sainte-Anne, between Couche-Tard and Parc Kelso has been greatly appreciated by the many pedestrians who have been using it ever since.
 Tuesday May 11th is the return of the traditional John Abbott College Spring Fest. Under heavy police surveillance, hundreds of students show their elation on this last day of classes. Even if, in general, there are no major incidents reported, many complaints for misdemeanours and uncivil behaviour are filed with the authorities. 
With students progressively leaving the campus, workers have been busy since May 10th rebuilding the set for the American series Blue Mountain State, shot in part in Sainte-Anne-de-Bellevue last year and broadcast on the specialized channel Spike TV. In a few days, the campus football field will resume its disguise.
NEW PARKING REGULATIONS More practical, easier and…it’s free!
Since May 1st, new parking regulations concerning streets and parking lots in Sainte-Anne-de Bellevue have been put into place. Among the major changes relative to regulation 510, regarding traffic and public security, are the definitive removal of the parking meters introduced on rue Sainte-Anne in February 2007, the creation of blocks on the main street (business district), the creation of vignettes for John Abbott College students and staff, as well as several modifications to the various parking schedules for the side streets.
Rue Sainte-Anne
 The introduction of the notion of blocks in the business district is meant to increase the general turnover of motorists on rue Sainte-Anne as well as to better control periods of use. The maximum period of use of a parking space per block is limited to 2 hours per day between 9 am and 9 pm, 7 days per week, on the portion of rue Sainte-Anne between rue Maple and rue de l’Église.
The blocks are defined as follows:
- Rue Sainte-Anne, from rue Maple to rue Perrault - Rue Sainte-Anne, from rue Perrault to rue Kent - Rue Sainte-Anne, from rue Kent to montée Sainte-Marie - Rue Sainte-Anne, from montée Sainte-Marie to rue Lamarche - Rue Sainte-Anne, from rue Lamarche to rue Saint-Pierre (including the Place du quai parking lot) - Rue Sainte-Anne, from rue Saint-Pierre to rue Saint-Jean-Baptiste - Rue Sainte-Anne, from rue Saint-Jean-Baptiste to rue Christie - Rue Sainte-Anne, from rue Christie to rue du Collège (including the City Hall parking lot) - Rue Sainte-Anne, from rue du Collège to rue de l’Église Side streets
In general, the time limit for parking is 2 hours, from Monday to Friday between 7 am and 11 pm. However, vehicles equipped with a vignette are authorised to park in these spaces with no time limit. On Saturdays and Sundays, there are no parking limits on these streets between 7 am and 11 pm. These regulations only apply to the streets located south of A40. Motorists must refer to specific parking signs at all times if necessary. Parking lots
In general, except for the Place du quai and City Hall parking lots, all the parking lots included in the block notion offer medium duration or long duration parking. The parking lots located next to the train station offer parking for a period of up to 24 hours.

The Town makes available for citizens, merchants and their employees, clients and visitors, stickers granting certain parking privileges. IN NO CASE, does a vignette offer parking privileges on rue Sainte-Anne (business district), or in the City Hall or Place du quai parking lots.
Sticker categories Resident: Person residing in the municipality and who can prove it with his driver’s licence. This sticker, valid for the period from September 1st to August 31st, allows the user to park his vehicle, with no time limit, on any of the town’s streets, except on rue Sainte-Anne (business district) and in all of the town’s parking lots, except the City Hall and Place du quai parking lots. For the period of December 1st to March 31st, the sticker does not authorise the user to park his vehicle in the streets during night parking prohibition in effect during the winter. The vignette is free for this category. Employee or non-resident client: Person working in a Sainte-Anne-de-Bellevue business and who can prove it with a letter from his employer. This category may also include regular customers of a Sainte-Anne-de-Bellevue business. This sticker, valid for the period of September 1st to August 31st, allows its user to park his vehicle, with no time limit, on any of the town’s streets, except on rue Sainte-Anne (business district) and in all of the town’s parking lots, except the City Hall and Place du quai parking lots. However, this category does not authorise parking in zones reserved for citizens. For the period of December 1st to March 31st, the sticker does not authorise the user to park his vehicle in the streets during night parking prohibition in effect during the winter. The vignette is sold at a cost of $60. John Abbott College students and staff: Person studying or working at John Abbott College and who can prove it with a college ID. This sticker, valid for the period of September 1st to August 31st, allows its user to park his vehicle, with no time limit, on any of the town’s streets, except on rue Sainte-Anne (business district) and in all of the town’s parking lots, except the City Hall and Place du quai parking lots. However, this category does not authorise parking in zones reserved for citizens. For the period of December 1st to March 31st, the sticker does not authorise the user to park his vehicle in the streets during night parking prohibition in effect during the winter. The vignette is sold at a cost of $100. ATTENTION: Parking stickers are only valid in authorized parking areas. You must therefore check the signs before parking your vehicle. The parking sticker must be placed ON THE FRONT WINDSHIELD, ON THE DRIVER'S SIDE. There will be NO refund after purchase. If you sell your vehicle, the parking sticker must be returned to City Hall for replacement. A $20 fee will be charged if it is not returned. Tuesday Sgt Gilles Morin measures drivers’ speed in the streets surrounding l’École du Bout-de-l’Isle using an SPVM Doppler speed camera (radar). The operation is not directly meant to give speeding tickets, but the sampling of problem zones will guide police officers in the surveillance of this sector.

Wednesday The Recreation and Community and economic development director, Laurence-Thalie Oberson, and Daniel Leduc, special projects coordinator propose a new improvement plan for Parc Godin. About forty residents were present for this information and consultation meeting. 
Thursday Marcel Jolin, Public Works employee, posts a small sign on benches located in the Town Hall parking lot. These benches were provided by the Rotary Club.  The last parking meters are removed from Rue Sainte-Anne. 
Two new modules meant for young children, including the rocking ant, are installed in Parc Aumais.
 
 
 

 

Saturday Some thirty volunteer citizens, assisted by Public Works employees Michel Lepourhiet, Hugo Francoeur, Pierre Lalonde and Martin Cuerrier, plant more than 1500 trees on a space located near A40. Other volunteers do the same thing on a plot of land on the Macdonald Campus of McGill University. The operation takes place as part of Earth Day.
New Parking Regulations The first steps are underway... At about 8:00am this morning, Cale Systems, the proprietor of the parking meters, began to remove these machines from Rue Ste-Anne, where they were installed in February, 2007. This process is in accordance with Resolution 04-155-10, adopted unanimously by the town council last Monday during the regular session. The permanent elimination of the parking meters is part of a complete overhaul of Regulation 510, concerning traffic and public security, and of Resolution 04-191-10, adopted at the same time. The new parking regulations will come into effect gradually as of May 1st, 2010 and will affect Rue Ste-Anne as well as all parking lots and streets in the town. During the next few hours and days the Town will post signs relative to the regulations, making these regulations clear to drivers. Regulation 510, as well as all pertinent information, will be available on the internet site shortly.
Sainte-Anne street and other things...
No permanent scars...
Signalling the return of the nice weather, workers resumed activities on several construction sites on and around the main street several days ago. At one end of the street, construction on the exterior of the house being rebuilt after nearly burning to the ground during the month of June, 2009, on Montée Ste-Marie, is nearing completion. The premises of the old Cousineau Tavern, now Pub Cousi, as well as the premises now housing the Voyages Jacqueline Travel Agency, have been finished for several weeks and the businesses are operating at full strength.

In this same sector, the Larry-Moquin parking lot should also be the object of special attention in the near future. After having obtained the requisite authorisation from the Ministère du Développement durable, de l’Environnement et des Parcs, the Town must also get permits from the Ministère des Ressources naturelles et de la Faune before proceeding with the reconstruction of the retaining wall situated along the lakeshore. Moving towards the centre of the village, the repair work (phase 1) on Ste-Anne Street resumed last Monday. It consists of finishing sidewalks, planting, lighting, paving stones, the second layer of asphalt, as well as various little finishing touches. The work will take approximately 8 weeks.
Completely destroyed by fire on the 24th of October, 2009, restaurant Marco is rising out of the ashes. The foundation of a new building will be poured and the framework will quickly become apparent. The window of Café Twigs, also damaged in the fire, will be completely redone in a few weeks. Right next door, the old Rex Theatre is being progressively transformed, and a new facade will soon come to life. As a result of the PRAM program, the display window of the old M. Jules Lavigne store will also be redesigned to better accommodate Pragaï, the new store occupying the premises. Some small shrubs have been planted on the property of the Coopérative du Grand Orme and several other merchants, including the Crème de la Crème and Mikis Restaurant will freshen up their facades as well. With the already renovated Medical Centre, Ste-Anne Street will soon regain its former charm. At the beginning of June, the work under the Galipeault Bridge, which was rebuilt last year, will also be complete and the new pedestrian ramp, almost one-of-a-kind in Québec, will become accessible to walkers. There will be a new parking lot for motorists as well.
